Foreigners may acquire property in Northern Cyprus, but transferring the title (ownership) to the buyer’s name is only possible after obtaining permission from the Council of Ministers. Limits depend on the type of property and the buyer’s citizenship (Turkish citizens are treated separately).

As of February 4, 2026, the limits for foreigners (generally, excluding Turkish citizens) are as follows:

Requirement for Council of Ministers’ Permission
Submitting an application for permission to the Council of Ministers is required to register property in the name of a foreign buyer. Typically, the application is submitted separately for each property. Without the Council of Ministers’ decision, the title (ownership) cannot be transferred to the buyer.
The current rules also specify deadlines: after the publication of the permission in the official gazette, the title transfer must be completed within 1 year, and taxes and fees must be paid within 75 working days (otherwise, the decision may be annulled).
How to Proceed
- Check the title and property status (including the presence of a separate title and absence of encumbrances).
- Prepare transaction documents (passport information, sales contract, property details, and supporting documents).
- Submit the Permission to Purchase application to the authorized authorities and obtain confirmation of submission (application number/file).
- After the decision is published, pay taxes and fees within the set deadlines and complete the title transfer.

- the presence of a separate/individual title for the specific property;
- risks and restrictions associated with undivided titles and outstanding installments.
