What is permission to purchase property
Permission to purchase property is approval of the purchase by a foreign citizen. It is required for the final registration of ownership rights and the transfer of Title Deeds into the buyer's name.
Before receiving permission, the buyer may:
- sign the sale and purchase agreement
- register the agreement
- use the property under the terms of the agreement
Without permission, it is not possible to complete the transfer of the title into the foreign buyer's name.
Where the application is submitted
The application is submitted to the Ministry of Interior of Northern Cyprus, to the department handling immovable property matters. After submission, the buyer receives an application number — dosya numarası.
The application number confirms that the documents have been accepted for review. It may be requested during further title processing or in related immigration procedures.
What documents are required
For the application, the following are usually required:
- the buyer's passport
- the registered sale and purchase agreement
- a police clearance certificate
- a site plan
- the architectural plan of the property
- property ownership documents for the property
- the prescribed application form
The documents may be submitted in person or through a representative under a power of attorney.

| Land with one residential house | Up to 5 donums | Provided there is one residential building on the plot |
| Apartment in a complex | No separate land-area restriction | Restrictions apply to the purchased property and the project structure |
Foreigners are not allowed to purchase property in areas subject to security restrictions, including areas near strategic facilities, including military zones.
What to do after obtaining permission
After approval, the buyer proceeds to the transfer of ownership title. At this stage, the remaining taxes and fees related to the issuance of Title Deeds are paid.
