Why register a lease agreement
Registration of a lease agreement confirms that the agreement has been accepted by the tax office and that mandatory fees have been paid. Such an agreement is used as official proof of residential or office address.
A registered agreement is most often needed for:
- applying for a residency permit (RP) in Northern Cyprus
- confirming the residential address
- setting up utility services
- protecting the rights of the tenant and the landlord
- tax reporting on rental income
A simply signed agreement without registration may not be suitable for an RP and creates more risks in the event of a dispute between the parties.
Where to register the agreement
The lease agreement is registered at the tax office (Vergi Dairesi) of the district where the property is located.
In Northern Cyprus, the following tax districts are used:
- Lefkoşa (Nicosia)
- Famagusta (Gazimağusa)
- Girne (Kyrenia)
- Güzelyurt
- İskele
- Lefke
If the property is located in İskele, the agreement is registered at the İskele tax office. If the apartment is in Girne — at the Girne tax office. You can find the contacts, working hours, and addresses of Northern Cyprus tax offices in a separate article.
What documents are needed
To register a lease agreement, the following are usually required:
- the original signed lease agreement in 3 copies
- a copy of the tenant's passport
- a copy of the landlord's passport
- a copy of the title deed (Koçan / Title Deeds) or a document confirming the right to the property
- a copy of the floor plan of the apartment or house
- a power of attorney if one of the parties is represented by another person
- contact details of the parties
One copy of the agreement remains at the tax office, and two copies are returned to the parties with a registration mark.
How much does registration cost
When registering a lease agreement, a stamp duty is paid. It is calculated based on the total rental amount for the entire term of the agreement.
| Payment | Amount | Example |
|---|---|---|
| Stamp Duty | 0.5 % | If the rent is 20,000 TL per month for 12 months, the base is 240,000 TL, the duty is 1,200 TL |
| Agreement Registration | on-site at the tax office | The amount is confirmed by the inspector upon receipt of documents |
| Power of Attorney | individual | Needed if a party is represented by another person |
If the agreement is concluded in a foreign currency, the tax office may use the applicable exchange rate to calculate payments in TL.
Rental tax
The registration of a lease agreement is linked to the tax on rental income. The tax applies to the landlord's income, but the parties can separately specify the payment procedure in the agreement.
| Agreement Currency | Rental Tax Rate | Comment |
|---|---|---|
| TL | 8 % | Applies to rent in Turkish Lira |
| USD, EUR, GBP, or other foreign currency | 13 % | Applies to rent in foreign currency |

How to register a lease agreement
How to do it
- Prepare the lease agreement in 3 copies.
- Check that the agreement specifies the parties, property address, lease term, amount, currency, deposit, and payment procedure.
- Collect copies of passports, title deed, and the property floor plan.
- Visit the tax office of the district where the property is located.
- Hand over the documents to the inspector for verification.
- Pay the stamp duty and tax assessments if they are calculated upon registration.
- Receive the copies of the agreement with the tax office stamp.
After registration, the agreement can be used for RP applications, proof of address, and protection of the parties' interests.
What happens if the agreement is not registered
It is recommended to register the lease agreement within 21 days after signing. Late registration is possible, but the tax office may charge additional fees or a fine.
If the agreement is not registered:
- it may not be accepted for an RP
- it is harder to confirm the residential address
- risks arise in the event of a dispute between the tenant and the landlord
- the landlord may face tax claims
What to do upon termination of the agreement
If the lease agreement is terminated early, the parties must document this in writing. After that, it is recommended to notify the tax office so that tax assessments do not continue under the old agreement.
For termination, the following are usually used:
- written agreement of the parties
- act of moving out and handing over the keys
- confirmation of rental and deposit settlements
The conditions for the return of the deposit must be specified in the lease agreement. When moving in and out, it is better to record the state of the apartment with photos, videos, or an acceptance certificate.
